Periodic Inspection of Parking Structures (PIPS) | Cycle 1

What is PIPS?
New York City’s Parking Structure Inspection Program (PIPS) requires owners of parking structures to have them inspected every six years by a Qualified Parking Structure Inspector (QPSI) a New York State licensed Professional Engineer (PE) registered with the NYC Department of Buildings.


Who can be a QPSI?
A QPSI must be a licensed Professional Engineer (PE) in good standing with the New York City Department of Buildings (NYC DOB) and the New York State Education Department (NYSED) and must have at least three years of relevant structural experience.


PIPS Inspection Classifications
After the assessment, the QPSI files an electronic report in DOB NOW: Safety, assigning one of the following classifications:

  • SAFE - No conditions expected to become unsafe in the next six years.

  • SREM (Safe with Repairs and/or Engineering Monitoring) - Conditions that may pose a potential hazard but do not require immediate action.

  • UNSAFE – Hazardous conditions requiring repair within 90 days or previously reported SREM items not corrected.


Unsafe Conditions
If
any UNSAFE condition is found, the QPSI must immediately notify both the Department and the building owner. The QPSI must specify the location of the unsafe condition,
recommend appropriate protective measures, and include the type and placement of any required public protection in the notification.

PIPS Sub-Cycles

The current cycle, Cycle 1, runs from January 1, 2022 - December 31, 2027.
A property’s sub-cycle (A, B, or C) is determined by its Community District (CD).

Sub-Cycle 1A
Manhattan CDs 1–7
Filing Period: Jan 1, 2022 – Dec 31, 2023

Sub-Cycle 1B
Manhattan CDs 8–12 & Brooklyn*
Filing Period: Jan 1, 2024 – Dec 31, 2025

Sub-Cycle 1C
Bronx, Queens & Staten Island
*
Filing Period: Jan 1, 2026 – Dec 31, 2027

*Owners in Sub-cycles 1B and 1C must complete a one-time initial observation of the parking structure and file it by August 1, 2024.
Buildings in Sub-cycle 1B are exempt if a full report is filed before that date.
