Annual Parapet Observation
The New York City Department of Buildings now requires owners of buildings with parapets along the public right-of-way (including streets, avenues, sidewalks, roadways, or any other public area) to have those parapets inspected annually by a “competent person,” regardless of building height. An annual observation report must be prepared and maintained.
Any unsafe condition must be reported to the DOB immediately. Appropriate public protection—such as sidewalk sheds, fencing, or safety netting—must be installed, and the unsafe condition must be corrected within 90 days of notifying the DOB.
